Deregistration is to cancel the registration for your vehicle and stop using it in Singapore.

Understanding deregistration

When you deregister your vehicle, you must dispose of it by scrapping it, exporting it or storing it temporarily in an Export Processing Zone (EPZ) pending export.

 

After disposing of your vehicle, you may be granted PARF/COE rebates, depending on the type and age of your vehicle and your vehicle’s COE expiry date.

 

It is an offence if you fail to submit proof of disposal of your deregistered vehicle to LTA on time. It is also an offence to keep or use a deregistered vehicle.

Deregistering and disposing of your vehicle

You can apply to deregister your vehicle online using Singpass 2FA.  For users who are not eligible for Singpass, please write in via www.lta.gov.sg/feedback to make an appointment to deregister your vehicle at LTA Customer Service Centre.

 

There are 3 ways to deregister and dispose of your vehicle:
 

  • Scrap it at an LTA-appointed scrapyard
  • Store it temporarily at an LTA-appointed EPZ
  • Export it

Understanding deregistration


Deregistration is the cancellation of your vehicle registration in Singapore. Once your vehicle is deregistered, it can no longer be kept or used in Singapore. When you deregister your vehicle, you must dispose of it by scrapping it, storing it temporarily in an Export Processing Zone (EPZ) pending export, or exporting it.
 

PARF/COE rebates upon deregistration


After you have deregistered and disposed of your vehicle, you may be granted a COE rebate, if your COE had not expired when you deregistered your vehicle. The engine and chassis numbers of the deregistered vehicle must match LTA’s records. For cars and taxis, you may also be granted a PARF rebate depending on how old your vehicle is.  The vehicle must not have been laid-up before.

Offences related to deregistration
 

Failure to dispose of your vehicle

Within a month of deregistering your vehicle, you must submit proof that the vehicle has been scrapped, exported, or sent to an EPZ for storage. If you fail to do so, you may be prosecuted in court, and face a maximum fine of $2,000 or 3 months' imprisonment. If convicted more than once, you may face a fine up to $5,000 or up to 6 months in prison.

Keeping a deregistered vehicle

If you are found keeping a deregistered vehicle, you may be prosecuted in court, and face a maximum fine of $2,000 or 3 months' imprisonment or both. If convicted more than once, you may face a fine up to $5,000 or up to 6 months in prison or both.

Driving or using a deregistered vehicle

It is an offence for anyone to drive or use a deregistered vehicle. Offenders will be prosecuted in court, and face a fine of up to $2,000 or up to 3 months in prison or both. You must tow or transport a deregistered vehicle to move it from one location to another.

A deregistered vehicle does not have valid road tax. It is an offence for anyone to drive or use a vehicle without valid road tax. Offenders will be prosecuted in court and face a fine of up to $2,000. For permitting someone to drive or use a vehicle without valid road tax, offenders may face a fine of up to $2,000.

A deregistered vehicle is also uninsured. It is a serious offence for anyone to use or allow the use of a vehicle without motor insurance coverage. The penalty is a fine of up to $1,000 or up to 3 months in prison or both, and a mandatory disqualification from holding a driving licence for at least 12 months.

Deregistering a vehicle


It is the vehicle owner’s responsibility to deregister, properly dispose of the vehicle and submit vehicle disposal documents to LTA within 1 month from the vehicle deregistration date. If you are engaging a motor dealer to help dispose of your vehicle, please use CaseTrust-SVTA accredited motor dealers for added assurance.

If you wish to keep the vehicle registration number of your vehicle, you must apply to do so before or when you deregister the vehicle at the LTA-appointed scrapyard, LTA-appointed EPZ or LTA Customer Service Centre. You have up to a month after deregistering your vehicle to retain the vehicle registration number.

Please ensure that the vehicle is not under financing when you are deregistering it. Any road tax arrears or outstanding payments to LTA will be collected during the deregistration transaction.

After a vehicle has been deregistered, LTA will notify the last registered owner of the vehicle’s deregistered status, and if there are any PARF/COE rebates or outstanding road tax arrears and late renewal fees.

If you apply to deregister your vehicle after its road tax expires, or after its lay-up or road tax exemption period is over, you will have to pay road tax arrears and late renewal fees.

There are 3 ways to deregister and dispose of your vehicle.

  • Scrap it at an LTA-appointed scrapyard
  • Store it temporarily at an LTA-appointed EPZ, pending export
  • Export it

 

1. Scrap vehicle at an LTA-appointed scrapyard


To deregister and dispose your vehicle at an LTA-appointed scrapyard, follow the steps below.  The steps are different, depending on whether your vehicle has PARF rebate or not.

You can check online whether your vehicle is eligible for PARF rebate, which are only for cars and taxis.

For PARF-eligible Vehicles

Step 1: Drive/Tow your vehicle to the scrapyard.

Step 2: After you arrive at the scrapyard, deregister your vehicle with the digital service below with your Singpass 2FA.

For Non-PARF eligible Vehicles

Step 1: If your vehicle is non-PARF eligible, choose option 1 in the digital service below to authorise yourself or another person to scrap the vehicle.

Step 2: The authorised person must bring the vehicle to an LTA-appointed scrapyard within 8 calendar days with the following:        

  • Original# NRIC (For Singaporeans and PRs) or Employment/Immigration pass card issued by MOM or ICA (for foreigners) of the authorised person
  • Payment for any outstanding road tax and fees

 

Physical NRIC or long-term pass card or Digital Identity Card (Digital IC) launched via the Singpass app. Images or videos of the identity card/pass/Digital IC will not be accepted.

2. Store vehicle at an LTA-appointed Export Processing Zone (EPZ)


To deregister and store your vehicle up to 12 months at an LTA-appointed Export Processing Zone (EPZ), follow the steps below. The steps are different, depending on whether your vehicle is eligible for PARF rebate or not.

For PARF-eligible Vehicles

Step 1: Drive/Tow your vehicle to the EPZ.

Step 2: After you arrive at the EPZ, deregister your vehicle using the digital service below with your Singpass 2FA.

For Non-PARF eligible Vehicles

Step 1: If your vehicle is non-PARF eligible, choose option 1 in the digital service below to authorise yourself or another person to send the vehicle to an LTA-appointed EPZ.

After storing a vehicle at an EPZ

After you store your vehicle at an EPZ, when the vehicle is exported, ensure that you send the export documents for the EPZ operator to submit to LTA within 14 calendar days of the vehicle leaving the EPZ, or when the 12 months for storing the vehicle at the EPZ is up, whichever is earlier. You may need to obtain your deregistered vehicle details from LTA before you can register your vehicle overseas.

LTA accepts disposal documents corresponding to the mode of export (by ocean freight or land), or you can submit documents of the vehicle’s registration in another country.

You will be required to enter export details when you upload the disposal documents. You may view the sample disposal documents below for more information.

o    Exporter/Importer details

o    Vessel/Voyage number

o    Port of discharge/destination

o    Container/seal number (for vehicles stored in a container)

o    Engine and chassis numbers of vehicle being exported

o    Date vehicle is shipped on board the vessel

  • Certified true copy of the vehicle registration document from the foreign country of registration

Important notes on the CCP and BL
Please obtain either the original or the certified true copy endorsed by the freight forwarder.

 

The Bill of Lading has to be signed by its originating shipping line, shipping company, freight agent or master. A named agent, on behalf of the shipping line, shipping company or master, can also sign the Bill of Lading. Please obtain either the original or the certified true copy endorsed by the freight forwarder.

3. Export vehicle 


You can dispose of your vehicle by exporting your vehicle using freight services. Ensure that you obtain the export documents from the freight agent. You may need to obtain your deregistered vehicle details from LTA before you can register your vehicle overseas.

Depending on whether your vehicle has PARF rebate or not, the steps to deregister your vehicle are different.

For PARF-eligible Vehicles

Step 1: Deregister your vehicle using the digital service below with your Singpass 2FA.

Step 3: Upload your disposal documents of your vehicle using the digital service below with your Singpass 2FA within 1 month from the date of deregistration.

If you are not eligible for Singpass, make an appointment via www.lta.gov.sg/feedback (preferably 1 week in advance) to deregister your vehicle at the LTA Customer Service Centre.

For PARF-eligible vehicles (for owner not eligible for Singpass)

If your vehicle is not eligible for PARF rebate, you should make an application at the LTA Customer Service Centre before you send your vehicle to an LTA-appointed scrapyard or EPZ for deregistration.

If you are exporting your vehicle, deregister your vehicle at the LTA Customer Service Centre only after you have already exported your vehicle. Make an appointment via www.lta.gov.sg/feedback and bring along the vehicle’s export documents for the appointment. If you choose to export your vehicle, you may need to obtain your deregistered vehicle details from LTA before you can register your vehicle overseas.

Engage the services of a motor dealer


If you do not wish to dispose of the vehicle yourself, you can engage the services of a motor dealer to help dispose of your vehicle. However, it is your responsibility to ensure that your vehicle has been properly disposed of.  For greater assurance, choose a motor dealer who is CaseTrust-SVTA accredited.
