You can lay-up your vehicle if you decide not to use it for an extended period of time.

When your vehicle is laid-up, it cannot be used on the road and must be parked at a declared garage address.
The lay-up period will start the day after your application is approved. The lay-up duration is up to 1 year per application. A vehicle can only be laid-up consecutively for a maximum of 3 years. There may be exceptions for buses carrying school children. If your vehicle has a COE, the COE must continue to be valid during the lay-up.
You need not pay road tax when the vehicle is laid-up.

Laying up your vehicle | There are 2 ways to lay-up your vehicle:
Each application costs $23.98.
If your car is PARF-eligible, you will require prior approval before you can submit an application. The car will lose its eligibility for PARF rebates once it is laid-up.
If your vehicle is a bus carrying school children, you will require prior approval before you can submit an application.
You must inform LTA when you change your vehicle's declared garage address.
You can cancel an approved lay-up application for your vehicle before the start of the lay-up period. Each cancellation cost $42.51. Cancellation of lay-up is not allowed once the lay-up period for the vehicle has started.
To use your laid-up vehicle again, you must meet the road tax renewal prerequisites and pay your road tax. |

Understanding vehicle lay-up
If you decide not to use your vehicle for an extended period of time, it can be taken off the road and laid-up. The laid-up vehicle has to be parked at a declared garage address.
During the lay-up period, the vehicle will be exempted from road tax. If your vehicle has a COE, the COE must continue to be valid during the lay-up period. However, if you renew your COE, the unused COE from the lay-up period will be forfeited.
Parking your laid-up vehicle
A laid-up vehicle must be parked at the address you declared in your application. The laid-up vehicle cannot be used or kept on a public road or place.
If the declared address is a private property or commercial building, you need to get an approval letter from the premises owner or relevant authority for your vehicle to be parked there for the entire lay-up period.
Park your laid-up vehicle at the declared parking area at all times and do not drive the vehicle during the lay-up period. Otherwise, your vehicle’s lay-up status will be revoked and you will need to pay road tax from its last expiry date.
You can update changes to your vehicle's garage address online via Singpass 2FA with supporting documents, as required. For vehicle owners who are not eligible for Singpass (i.e. Foreign passport holders), you can submit the change of garage address for your laid-up vehicle with the required documents at www.lta.gov.sg/feedback, or to LTA Customer Service Centre at 10 Sin Ming Drive.
Lay-up duration
Your vehicle can only be laid-up for up to 1 year per application. It cannot be laid-up beyond its COE expiry date.
To extend the lay-up duration, you need to re-apply before the current lay-up period expires. Otherwise, you need to pay road tax immediately after the lay-up period expires. You will be charged late renewal fees once the lay-up period has expired.
Your vehicle can only be laid-up consecutively for a maximum of 3 years. If it is not re-licensed by the end of the third year. It will be deregistered automatically. Once deregistered, it cannot be re-registered or re-licensed.
Prior approval to lay-up PARF-eligible car
Before you apply to lay-up a PARF-eligible car, write in at www.lta.gov.sg/feedback stating the reasons for laying-up your car, the intended lay-up duration, garage address and your contact details. You should write in at least 7 working days before your intended lay-up date.
Submit your lay-up application after you receive approval from LTA. The car will lose its eligibility for PARF rebates once it is laid-up.
Prior approval to lay-up bus carrying school children
Before you apply to lay-up a bus carrying school children, write to LTA_Bus_Licence@lta.gov.sg explaining why you want to lay-up, with the intended duration and garage address. You should write in at least 7 working days before your intended lay-up date.
Submit your lay-up application after you receive an approval letter from LTA. You can only lay-up your bus for the duration approved by LTA.
Road tax, COE and PARF rebates for your laid-up vehicle
Road tax
You must submit your lay-up application before your vehicle’s road tax expires.
If your vehicle's road tax had already expired, the outstanding road tax and applicable late renewal fee(s) must first be paid, before the vehicle can be laid-up.
During the lay-up period, you need not pay road tax for your vehicle.
COE
If you are renewing your COE, your vehicle can only be laid-up after the COE is renewed.
You can get a rebate for the unused COE period during the lay-up period only if your vehicle is deregistered and properly disposed of. However, if you renew your COE, the unused COE from the lay-up period will be forfeited.
Preferential Additional Registration Fee (PARF) rebate
A laid-up car loses its eligibility for Preferential Additional Registration Fee (PARF) benefits.

Change your laid-up vehicle’s garage address
You must inform LTA when you change your vehicle's declared garage address. Updating the garage address of the laid-up vehicle can be done as follows:

Cancelling your lay-up application
You can cancel an approved lay-up application for your vehicle before the start of the lay-up period. Each cancellation costs $42.51. Cancellation of lay-up is not allowed once the lay-up period for the vehicle has started. Please note that LTA will not refund the fee of $23.98 paid earlier for the lay-up application that is cancelled.

Using your laid-up vehicle again
To use your laid-up vehicle again, you must meet the road tax renewal prerequisites and pay your road tax.
Start your preparations early, as you may need some time to meet the prerequisites to renew your road tax.
If you need to send your laid-up vehicle for an inspection to meet the road tax renewal prerequisites, you must tow the vehicle to the inspection centre, as it cannot be used on the road.
