The Weekend Car (WEC), Off-Peak Car (OPC) and Revised Off-Peak Car (ROPC) schemes were introduced to reduce peak hour traffic. Cars under these off-peak car schemes enjoy cost savings for reduced usage.

Understanding off-peak car schemes

There are 3 types of off-peak car schemes — Weekend Car (WEC), Off-Peak Car (OPC) and Revised Off-Peak Car (ROPC).

 

Currently, cars can only be registered under or converted to the ROPC scheme. Existing cars under WEC and OPC schemes will remain in their respective schemes unless they are converted to the ROPC scheme.

 

There are different restrictions on the usage hours for cars under the different off-peak car schemes.

 

To drive your WEC/OPC/ROPC during the restricted hours, you will need an Electronic Day (e-Day) Licence.

 

In return for reduced usage of your car, you will enjoy certain benefits.

Driving a car under an off-peak car scheme

You can register a new car as an ROPC or convert your existing normal car, WEC/OPC to an ROPC.

 

To drive your WEC/OPC/ROPC during restricted hours, you must buy an e-Day Licence and indicate a usage date. 

 

When your WEC/OPC/ROPC’s COE expires, you must renew its COE to continue using it on the roads.

Understanding off-peak car schemes


There are 3 types of off-peak car schemes — Weekend Car (WEC), Off-Peak Car (OPC) and Revised Off-Peak Car (ROPC). Currently, cars can only be registered as a ROPC or be converted to the ROPC scheme. Cars under the WEC Scheme and OPC scheme will remain in their schemes unless they are converted to the ROPC scheme.

One of the main differences among the schemes is the restriction on usage hours.

Restricted hours for WEC/OPC/ROPC schemes

Cars under the WEC/OPC/ROPC schemes cannot be used during the restricted hours below. To use your WEC/OPC/ ROPC during the restricted hours, you must buy an e-Day Licence and indicate a usage date.

Electronic Day (e-Day) Licence

An e-Day Licence costs $20. It allows you to use your WEC/OPC/ROPC during the restricted hours for 1 day. You must indicate a usage date when you buy an e-Day Licence.

To register a new car as an ROPC:

Step 1: Secure a Certificate of Entitlement (COE)

Step 2 (optional): Bid for a vehicle registration number (VRN)

Step 3: Inform your car dealer

Step 4: Seal your ROPC number plates at an LTA-authorised inspection centre

Buying an e-Day Licence

To drive your WEC/OPC/ROPC during the restricted hours, you will need to buy an e-Day Licence and indicate a usage date.

You can buy an e-Day Licence at the following:

  1. Online (Available all day except from midnight to 1am)
  2.  AXS (m-Station, e-Station and kiosks)
  3.  SAM Kiosk, Web, and SingPost Mobile App
  4.  By logging in to your dashboard


Using an e-Day Licence 

You can buy an e-Day Licence up to 2 weeks in advance. If you change your mind about using it, you can cancel the e-Day Licence or update the usage date before 7am on the specified date of use. Check the timeline below.

You can cancel or update the usage date of your e-Day Licence through the following:

  1. Online (Available all day except from midnight to 1am)
  2. By logging in to your dashboard

Undated e-Day Licences are no longer available for purchase. If you have previously bought undated e-Day Licences, you can still use them. You must specify a usage date by 11.59 pm the next day after driving your WEC/OPC/ROPC, otherwise the undated e-Day Licence is considered invalid.

If you drove during restricted hours without an e-Day Licence

It is an offence to use a WEC/OPC/ROPC during restricted hours without an e-Day Licence.

If you have driven your off-peak car during restricted hours without an e-Day Licence, you have until 11.59 pm the next day to buy an e-Day Licence. If you miss this deadline, you have 3 more days to make a declaration to LTA and pay a fee of $30.

Announcement Shout-out

If you use your car during restricted hours without an e-Day Licence, you may face a fine of up to $5,000 for the first offence, and a fine of up to $10,000 for subsequent offences.

Renewing the COE for your WEC/OPC/ROPC

Like other vehicles, you have to renew the COE for your WEC/OPC/ROPC if you want to continue using it after the COE expires.

If you do not renew your COE before it expires, your car will be automatically deregistered and you must dispose of it within 1 month of the deregistration date. When you renew your COE, your WEC/OPC/ROPC will remain under the same scheme, unless you choose to convert it to another scheme.
