Applying for your International Circulation Permit (ICP), Visitor’s Permit (VP) and/or Autopass Card
International Circulation Permit (ICP)
If you have an AIT Carnet (or Carnet de Passages en Douane (CPD)) for your vehicle, you will need an International Circulation Permit (ICP) issued by the Automobile Association of Singapore (AAS).
Each ICP is only valid for a one-time temporary stay in Singapore. Once you bring your vehicle out of Singapore, the ICP will no longer be valid. You need to apply for a new ICP for your next trip.

Visitor’s Permit (VP)
If you have an ATA Carnet or Customs Inward Permit for your vehicle, you will need a Visitor’s Permit (VP) issued by LTA before bringing the vehicle into Singapore.
To apply for a VP, you can submit a request with the following documents via LTA's online feedback form, at least a month before the vehicle's intended entry into Singapore. Please select the “Vehicle Matters” category and the “Autopass, Vehicle Entry Permits and Tolls” sub-category for your application to be processed more promptly.
You will need to provide the following documents and information:
- Vehicle registration certificate (front and reverse sides) (a notarised English translated copy is required, if the document is not in English)
- Vehicle's certificate of insurance. You are to ensure that the vehicle has in force a policy of insurance meeting the requirements of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960 for the entire period that the vehicle remains in Singapore.
Your motor insurance must be bought from a Singapore-based insurance company to cover your vehicle’s stay in Singapore. Insurance can be purchased from MS First Capital Limited. Visit GIA website for more details.
- ATA Carnet / Customs Inward Permit
- Bill of lading (airway bill / seaway bill), if applicable. You may provide us a prelim copy while finalising the transport arrangements and furnish us with the final copy once available.
- Purpose for bringing the vehicle into Singapore
- Mode of vehicle's entry into, exit from and movement within Singapore
- Place of storage of the vehicle during its stay in Singapore
- Vehicle's intended date of entry into and exit from Singapore
- Details of driver(s) and passenger(s) and a copy of their passport / identity card, immigration status in Singapore
- Pictures and specifications of the vehicle (front, back and sides, including vehicle registration number)
(Vehicle licence plates must be prominently displayed at the front and back of all vehicles, so that the vehicles can be easily identified for regulation, enforcement and emergency purposes.
Vehicle licence plates must display the vehicle registration number clearly where all the letters and digits can be easily seen. There should be no other decoration, fittings or markings near the vehicle registration number on the vehicle licence plate, as they may make the vehicle registration number difficult to see.
If the vehicle licence plate is blocked by any fittings of items or not in Latin and Arabic numerals, an additional plate with the vehicle registration number repeated in Latin and Arabic numerals shall be displayed visibly on the front and back of the vehicle.)
Your vehicle must have valid Autopass card, insurance, Visitor's Permit (VP) or International Circulation Permit (ICP), LTA's VEP approval email and proper licence plates displayed at the front and back before it can enter Singapore. You are required to present the vehicle's certificate of insurance, road tax and vehicle registration certificate, together with the vehicle's Autopass card and LTA's VEP approval email upon request by authorised officers in Singapore.
Foreign-registered vehicles detected at Woodlands or Tuas Checkpoint without valid LTA's approval email, vehicle entry permit, Autopass card and insurance or are in violation of Singapore regulations will be turned back from Singapore. If the vehicle is found within Singapore, it would be subject to enforcement action including vehicle seizure.
Travellers without valid LTA's approval email and vehicle entry permit for their foreign-registered vehicles are advised to use alternative modes of travel, such as authorised cross-border buses, taxis and trains, if they need to travel to Singapore urgently. Within Singapore, there are convenient public transport options such as buses and MRT, supplemented with taxis and private hire car services.
