Understanding the ASEAN Goods Vehicle Cross-Border Permit (AGVCBP)
The ASEAN Goods Vehicle Cross-Border Permit enables Licensed Transport Operators to transport goods from one ASEAN member state to another with minimum impediment, and without having to move goods from one vehicle to another at border checkpoints.
Each permit:
- Is issued to one road vehicle and is non-transferable;
- May be issued to a rigid or articulated vehicle, including trailer equipment specified in the application; and
- Is valid for two years.
LTA allocates the permits through an annual ballot. Unallocated permits, as well as permits that are invalidated or have expired, will be made available in the next allocation exercise.
Applicants will be notified of the ballot outcome within 14 calendar days after the application period closes.
Eligibility Criteria
To be eligible for an AGVCBP, the vehicle must:
- Be a Singapore-registered goods vehicle; and
- Comply with the technical requirements prescribed under ASEAN Framework Agreement on the Facilitation of Goods in Transit (AFAFGIT) Protocol 4 (Technical Requirements of Vehicles).
