Conversion of Private Hire Car Driver’s Vocational Licence (PDVL) to Taxi Driver’s Vocational Licence (TDVL) |
A new conversion course has been introduced in March 2022, to allow valid drivers to convert their PDVLs to TDVLs without having to undergo the full TDVL classroom training course. Applications for licence conversion commenced from 28 March 2022 on the GoBusiness Licensing portal.

Digital Land Transport Authority Vocational Licence (Digital LTA VL)
Digital LTA VL |
The Digital LTA VL is a vocational licence card implemented in digital form via the Singpass app.
Similar to a physical vocational licence card, a Digital LTA VL is issued to VL applicants who have fulfilled LTA’s requirements to provide Point-to-Point and public transport services from 1 April 2023. The Digital LTA VL provides another source for VL holders to prove their identity. The Digital LTA VL is the default VL issued to all new VL holders from 1 April 2023.

Accessing the Digital LTA VL via the Singpass app | To access your Digital LTA VL, all existing and new VL holders are firstly required to register for Singpass and download the Singpass app. The Digital LTA VL is automatically issued on the Singpass app*.

Conversion of Private Hire Car Driver’s Vocational Licence (PDVL) to Taxi Driver’s Vocational Licence (TDVL)
TDVL holders are licensed to drive both a taxi and a private hire car, while PDVL holders are only licensed to drive private hire cars. Previously, PDVL holders who wished to drive a taxi would have to apply for a TDVL and undergo the TDVL course and test again.
In response to feedback from drivers during industry consultations, a new conversion course has been introduced in March 2022, to allow drivers to convert their PDVLs to TDVLs without them having to undergo the full two-day TDVL classroom training course. Applications for licence conversion have commenced from 28 March 2022 on the GoBusiness Licensing portal.
